If you have no reason to turn off spellcheck, you could select everything (Ctrl-A) and set the Language to what you need and turn off this setting. Start with the Normal style since it is typically used as the base for other styles: if it has this Language setting turned on, turn it off. If you use styles - and why wouldn't you? - check the style definition(s) to see if they include the "Do not check spelling or grammar" option. The possibilities are narrowed if spellcheck works properly in a new document. To fix that, you'll need to make the change in the Normal template and resave it. If it doesn't, your Normal template may have the default Language set to "Do not check spelling or grammar" (Review > Language). First, check to ensure that spellcheck works as expected in a new document (File > New, and select the default template).
